To undertake an audit of the refurbishment of 6/7 Old Palace Yard and to assess the success of the project by reference to the following assignment terms: • To evaluate the relevant business case and to ensure that this was approved in accordance with established governance procedures; • To ensure that the tender specification and the selection of contractor(s) were conducted appropriately; • To review project documentation to ensure that a full audit trail exists, particularly for key decision points; • To evaluate the effectiveness of project management, including financial control and risk management; • To assess whether the project has met its objectives and delivered the expected benefits to appropriate standards of quality and utility; • To consider whether the completed project represents value for money; • To identify any useful lessons or issues from this project; and • To produce a written report detailing all findings, conclusions, recommendations, etc.
