The brief

The EFA is seeking to procure one or more suppliers of quality training and education that meet the EFA’s requirements to deliver Entry Level and Level 1 provision to 16-18 year old students within four discreet areas of Norfolk for 2015/16 academic year from 1 October 2015.

The geographic areas of Norfolk that are central to this competition are Kings Lynn; Thetford and Dereham; Broadland and North Norfolk; and Great Yarmouth.

Each of the four geographic areas will be referred to as ‘lots’.

Suppliers can tender for one or more of the ‘lots’, the minimum being 1 ‘lot’ or the maximum being 4 ‘lots’.

There will be provision for more than one lot to be reflected in one submission.

The EFA has agreed to hold a competition to procure provision for 300 full time learner places in Norfolk to a value of £1.4m.

This constitutes a mixture of replacement provision for 156 learner places and an additional 144 places to help address the volume of NEET in Norfolk.

The requirement is that the provision is of high quality (Ofsted grade 2 and above); captures and engages the interest of 16-18 year olds; demonstrates innovation; and provides clear progression routes to level 2 or employment.

The proposed contract for delivery of 16-18 provision in Norfolk is for one year, with the expectation that subject to recruitment targets and contractual requirements being met, the contract will be extended accordingly beyond 2015/16.
