The aim of this research will be to produce a practical, proportionate method, derived from a robust theoretical transport economics framework, for appraising road investment programmes and their components, which can be applied to appraise individual schemes that are part of a programme of road schemes.The research will need to identify an optimal programme and suggest how the contribution of individual scheme to the programme is assessed.
The theoretical framework will inform changes to the Department for Transport 's guidance on transport appraisals (WebTAG) with a view to potentially including programme appraisal in value for money assessment.
