Centrica plc's Cornwall Local Energy Market project (LEM) is a part EU funded pioneering initiative involving the development of a virtual marketplace.
The trial provides participants (homes and businesses) with a platform to buy and sell energy and flexibility both to the supply networks and the wholesale energy market.
The project's overarching aim is to demonstrate that the electricity distribution network can facilitate an increased penetration of renewable / low carbon electricity generation by invoking novel strategies including flexibility.
LEM project outputs include reducing GHG emissions by enabling more renewable and low carbon electricity generation, as well as enabling energy asset flexibility in the most constrained areas on the distribution network.
To this end the project will install generation assets, energy storage systems and infrastructure such as private wire feeds at sites in Cornwall.
Centrica plc has a requirement for a suitably experienced, capable and proven HV (High Voltage) electrical design and installation contractor to undertake 11 kV and 33 kV work at energy project sites in Cornwall.
The requirement is for an EPC (Engineering, Procurement and Construction) contractor that will undertake all necessary components of a HV project including but not limited to: • Design • Engineering • Procurement • Planning and permitting • Ground works • Construction (civil engineering) • Installation • Commissioning • Testing • Certification (as required) The EPC contractor will be responsible for interpreting the site's needs according to concept design documents, detailed discussions and site evaluations.
The contractor will apply design principles in accordance with all of the applicable regulations and shall be capable of acting as principal contractor if required to, adhering to CDM (Construction - Design and Management) regulations.
An alternative arrangement would require the HV contractor to work under a separately appointed principal contractor and to be coordinated to integrate with the principal contractor and others, to achieve the desired outcome.
The hierarchy of contractors will be specified at the ITT stage.
It is anticipated that Centrica will contract HV works at between two and six LEM project sites in Cornwall from Q1 2018 until Q2 2019.
