The brief

Cambridgeshire County Council and Cambridge City Council invites quotations for the provision of a new First Mile Delivery service in Cambridge City Centre, using eCargo Bikes.

We are seeking a provider to establish a new "First Mile Collection" service in Cambridge, using electric cargo bikes (eCargo Bikes).

The service will entail collecting packages from city centre businesses by eCargo Bike, and consolidating them at a site on the outskirts of the City for collection by national couriers for onward travel and distribution.

This is a brand new enterprise, which, after the provision of the bikes themselves, would need setting up and managing with minimal input from the local authority. eCargo Bikes are an attractive, low carbon, transport solution that are having a resurgence across the UK.

They offer significant benefits, including removing the need for motorised vehicles in the city centre environment, reducing congestion and emissions and contributing to improved air quality.

Furthermore, in light of likely future city centre traffic restrictions, they provide an important alternative mode of transport.

Replacing cars and vans with eCargo Bikes contributes to good place making, and supports the city's "net zero carbon" objectives.

A first mile collection service will build upon the strong local cycling culture in Cambridge to support small city centre enterprises, and contribute to healthy lives, active travel, sustainable transport and local employment.
