The brief

Barnsley Council is procuring a contract for housing repairs, servicing and capital improvements to one third of its social housing stock across the Borough.

The successful tenderer will work alongside Berneslai Homes Construction Services (the Council's ALMO) who is appointed direct to deliver the remaining two-thirds of the work.

An efficient and effective housing repair, servicing and capital improvements service across the Borough is a top priority, and one of the keystones of Council policy.

The Council intends to maintain and improve upon a strong history of public:private sector partnership working to make the most of resources.

That includes implementing a new contract for the combined provision of housing repairs, servicing and capital improvements to the social housing stock across the Borough.

The current contract ends 31st March 2020, and the procurement for the new contract maintains the current model, namely two thirds of the work to be allocated to Berneslai Homes Construction Services (BHCS), and one third to be competitively tendered in the open market.

The Council's four-year delivery plan for "Making best use of and improving existing housing stock" involves: - Continuing the sustainable approach to maintaining council housing - Helping social tenants move to more suitable accommodation that meets their needs - Improving energy efficiency of existing housing Council housing priorities include: - Maintaining 100% of the council stock to Barnsley Homes Standard - Improving the range of housing services online, and supporting tenants to get online - A sustainable financial model and cost plan Over the next few years, a significant number of skilled jobs can be created and supported as a result of the Social Housing Property Repairs and Improvement contract, and the delivery of this programme of work should incorporate approaches and processes that enable employment opportunities in the construction sector.
