The brief

Scope of Requirement: Keele University is inviting tenders from suitably skilled, qualified, knowledgeable and experienced organisations for the below brief: To realise their planned projects both Keele University, other members of the NWUEU and partners will be applying for significant public funds (principally from the European Regional Development Fund (ERDF)).

In accordance with the European Commission regulations it is necessary to structure the projects in such a way that they: (i) do not constitute state aid to Keele University, other NWUEU Universities or project partners or (ii) are designed in such a way that the required level of public funding can be invested into the project in a state aid compliant manner.

The purpose of this tender is to appoint an organisation that Keele University or other NWUEU Universities can use, on an hourly rate basis to: - Provide written commentary on proposed state aid solution(s) designed and developed by Keele University or other NWUEU members. - Provide written state aid guidance to Keele University/NWUEU members on specific projects. - Provide advice on the structuring of projects to take account of state aid and projects which generate revenue (as defined by Article 61).
