Prior Information Notice - Development of Digital Platform to host Mandatory LDA Training

The purpose of this PIN is to inform market operators of a potential future exercise to procure services supporting the Mandatory Training for Learning Disabilities and Autism project.
In July 2022 an amendment was made to the Health & Social Care Act that all regulated health and care providers must provide mandatory learning disability autism awareness training to their whole workforce that is appropriate to their role.
A Code of Practice is yet to be published by the Government, but it is expected to say this training needs to be co-developed and co-delivered with experts of lived experience of autism and learning disability.
The national NHSE response has been the development of Oliver McGowan Mandatory Training.
This is a 2 tier programme and is to be delivered every 3 years.
The North East and North Cumbria (NENC) has Boost as their learning academy which is a centralised offer across the NENC Integrated Care System (ICS) workforce for people to access their training requirements.
We expect Boost will hold all mandatory learning disability and autism awareness training that meets the requirements of the Health & Social Care Act and Code of Practice that is available across NENC.
We are looking for a supplier to develop an online platform to host both Tier 1 and Tier 2 of this mandatory training, allowing the NENC Integrated Care Board (ICB) organisations and the workforce to track their progress, and issue certificates upon completion.
Additionally, desirable features for this platform include interoperability between health, care, VCSE & university platforms, the ability for the system to send a reminder email when training is due (within 3 years), and a payment page.
