The brief

LGSS is a jointly owned shared service formed by Cambridgeshire County Council (CCC) andNorthamptonshire County Council (NCC) in October 2010 through the merger of their corporate services intoa single entity.

LGSS is one of the UK's largest shared services ventures of its kind and is already delivering improved value to a wide range of customers across the public sector through sharing resources, process redesign and shared exploitation of technology.

The aim of LGSS is to continue to expand the number ofcustomers utilising our services, which will further exploit the economies of scale across the wider publicsector.

This procurement process is to identify and appoint a framework of 10 to 12 Service Providers to provide acomplete asbestos removal service in respect of both of the Council's property portfolios.

The full range ofAsbestos removal Services includes encapsulation, environmental clean, asbestos waste collection.

Serviceproviders will be required to offer the full range of Services.

These requirements will not be divided into Lots; therequirement is for all providers on the framework to provide the full range of services specified.

Cambridgeshire County Council owns or occupies/operates around 1,000 sites across the County, including 250schools, c.500 corporate sites (including libraries, community buildings and offices) and c.250 County Farms.Northamptonshire County Council owns or occupies/operates around 1,200 sites across the County, including356 schools, c.200 corporate sites (including libraries, community buildings and offices).

Many of these buildingsmay contain asbestos in one form or another.

The requirements of the Authorities will be used to establish a framework of service providers which will beeffective for 3 years from August 2015 to August 2018 (with the option to extend by up to 12 months).

It is difficult to predict the exact value of this contract as the Authorities' property portfolios are likely to vary overthe contract term, but it is estimated that the total value is not expected to be less than £1,000,000 or greaterthan £1,500,000; however these figures are given as a guide only and not guaranteed.

The above figures are calculated by allocating the estimated (but not guaranteed) spends of Cambridgeshireand Northamptonshire County Councils (or customers using the services of the Councils) equating to approximately £125,000 pa each, with an allowance of an additional £500,000 pa (also not guaranteed) from other bodies accessing this framework.

Access to this framework by such bodies shall solely be controlled andmanaged by LGSS, and the successful providers shall not accept any instructions under this framework otherthan from LGSS.

It should be stressed that there is no guarantee of any body other than the 2 named County Councils aboveaccessing these contracts, and that the figures given are for indicative purposes only.
