The brief

Following the cessation of the existing contract for occupational health and associated services in April 2016, The House of Lords, the House of Commons and the Parliamentary Digital Service (hereinafter “the Authority”) are seeking to re-tender this Contract to assist it in the fulfilment of its statutory duties towards members of staff and Members of both Houses of Parliament.

The duration of the Contract will be for an initial period of five years and be thereafter subject to a renewal at the option of the Authority for a further two periods of up to 12 months each.

The contract shall commence on 1 April 2016 with a mobilisation period of three months beginning January 2016 to assist in the transition of providers as appropriate.

The Authority aims to be at the forefront of good practice with regard to employee health and well-being.

The successful bidder will supply occupational health physicians to work within the Health & Wellbeing Service to support Parliament in developing a healthy and safe working environment and encouraging people to have a positive attitude and approach to health at work.

The contracted staff will work alongside Parliament’s Health and Wellbeing Service (HWS).

They will work with this multidisciplinary team and the Authority to provide all the services as and when required to a high quality standard, supporting those who work in Parliament.

The HWS provides support, advice and guidance to the Authority, on a full range of occupational health and general wellbeing issues, offering a wide range of services to Members and staff of both Houses.

It is staffed by professionally qualified individuals Prospective suppliers should note that • the service is demand led and as such is affected by the parliamentary timetable and proceedings of both Houses, • the Authority employs qualified occupational health advisers (on Part 3 of the NMC register) and therefore this role is not required by the contracted supplier, • the Authority maintains its own occupational health documentation and the occupational health physician’s diary is maintained by the HWS practice manager, • there are dedicated consulting rooms in Millbank and the Palace of Westminster, for use by the occupational health team.

Appointments are made off site in exceptional circumstances and with the agreement of the Head of HWS. • the successful supplier will need to be able to refer clients directly to an NHS consultant should the need arise The Authority reserves the right to amend or add to the documentation in a manner that will not materially change the requirement up to a period of no less than five days prior to the stated return dates for the PQQ and/or ITT.
