Expressions of Interest - Resource Management Tool
Cleveland Fire Brigade are inviting expressions of interest from suitably qualified providers that are capable of providing operational resource management software.
This is a unique opportunity for the Brigade to implement a software system that will transform the way decisions are made with regard to deploying and managing operational resources.
The outcomes arising from the deployment of this software system will; - Improve operational response times. - Minimise risk. - Optimise fire cover. - Demonstrate Data driven evidence based decisions. - Display a robust management of resources. - Evidence efficient & effective resource use. - Play back historical situations for audit and inquiry purposes. - Improve resilience. - Demonstrate how HMICFRS requirements are achieved.
The solution must be able to provide a live mapped display of the location and status of resources to assist Fire Control officers/Duty Officers to identify the optimum 'backup' or 'standby' moves of operational assets.
The solution must also assist staffing officers to determine optimum appliance configuration/availability utilising quantitative and data driven evidence based information, plan deployments for upcoming days/shifts and playback historical cover positions.
The overall aim of this expression of interest is to: 1.
Allow the supply market visibility of the proposed/future opportunity; 2.
Support Cleveland Fire Brigades informed decision making on the future commissioning of this requirement and overall procurement approach; 3.
To gauge the level of interest from the supply market of capable providers.
