Mobile Data Vehicle Solutions (MDVS) programme
This Prior Information Notice invites the market to register to attend up to two supplier innovation days, depending on the extent to which an economic operator might seek to show an interest in multiple aspects of the potential scope of this programme.
Day 1 - Is focused on the replacement of the Mobilisation Application which forms part of MDVS programme. (8th September 2015) – Mobile Data Systems & Applications Suppliers • Presentation from MDVS programme including an overview and update of related programmes. • Information on how suppliers can engage with MDVS programme and the related programmes such as ESMCP devices frameworks and control room programmes. • Ideas on potential procurement approaches. • Explaining how security and accreditation will operate over the new Emergency Services Network. • Ambulance Trust presentations on future Mobile Data systems. • Open Forum with Ambulance trusts to discuss issues directly.
Day 2 - Is focused on applications and equipment that Ambulance Trusts currently use over either Tetra or commercial networks that they may migrate to the Emergency Services Network. (9th September 2015) - Connected Applications and Equipment Suppliers • The programme for day two is identical to that of day one.
Background The existing mobile data and devices provision was procured by the Department of Health Ambulance Radio Programme (ARP) as part of a fully managed service, with the contract awarded to Airwave Solutions Limited (ASL) in 2005 and currently due to expire from 2017 onwards.
A separate programme entitled the Emergency Services Mobile Communications Programme (ESMCP) has been established with the remit of delivering the future national mobile communication capabilities for all emergency services.
This will be known as the Emergency Services Network (ESN).
ESMCP is a cross-government programme hosted by the Home Office and has representation from all the emergency services.
The scope of ESMCP does not include all elements currently covered under the ARP contract, including Mobile Data Vehicle Solutions and Control Room Solutions.
Control Room Solutions is part of a separate Department of Health Programme.
