The brief

'NHS National Services Scotland (formerly the Common Services Agency), on behalf of NHS Scotland, wish to contract with a service provider to provide a Diabetic Retinopathy Screening (DRS) Call-Recall IT System.

National Specialist and Screening Services Directorate (NSD), a division of NHS National Services Scotland manage all National Screening programmes for NHS Scotland including the Diabetic Retinopathy Screening programme.

NHS National Services Scotland will consider either an existing DRS Call-Recall IT System, a modified Call-Recall System or possibly a System Development solution.

The current requirements of the Diabetic Retinopathy Screening programme must be delivered by the solution.

Any Solution would be required to work with the functionality of the NHS owned Scottish Care Information Diabetes Collaboration (SCI-DC) system.

The SCI-DC system is based in NHS Tayside.

The ownership of any System Development solution would vest with the NHS.

The contract will be let by NHS National Services Scotland on behalf of all NHS Health Boards in Scotland and any associated organizations engaged with Health Boards in the provision of Healthcare in Scotland.

The successful supplier will be expected to provide the software, implement and support the system throughout Scotland, plus provide training to users of the system.

A National Licence for the software may be purchased or software as a service will be considered.

The system must be supported for a minimum of seven years from the project completion date.

At present the storage and data hosting for the current system is contracted to a third party.

However, if a suitable proposal was forthcoming, there may be the option to include the hosting and data storage for any new proposed system to be part of 1 contracted arrangement.

NHS National Services Scotland reserves the right not to award a contract as part of this procurement.
