The review should gather data sources and surveys in order to provide a picture of the impact of different interventions on the AI projects in Innovate UK's portfolio.

Evaluation at an individual project level is not within the scope of this review.

The review should demonstrate when Innovate UK investments in AI have made a positive impact and which interventions have had the greatest impact in each of the following thematic areas: • Firm level performance, R&D activity and growth • Adoption of AI • Skills • Data access The impact review should consider the impact of Innovate UK grants on a range of factors including, but not necessarily limited to, economic growth, organisational performance, R&D activity, the novelty and quality of innovations, leveraged funding, skills, and behavioural and attitudinal changes.

Organisational performance should consider not just organisation growth but wider indicators of innovativeness and capability, including the ability to raise private finance
