The brief

Henley-on-Thames Town Council is looking at a new way to manage its temporary moorings which are located at Mill and Marsh Meadows, Meadow Road, Henley-on-Thames, Oxfordshire, RG9 1BE - its prestigious riverside park.

The River Thames is at the heart of Henley both geographically and economically and is an intrinsic part of the town's identity and everyday life.

The temporary moorings extend along 790 metres of prime river frontage of this famous Regatta town and are in popular demand particularly during the summer months.

In the 2019/20 financial year, the moorings generating an income of £33.5k for the Town Council.

The moorings are currently managed by the Town Council's Park Services team who monitor them daily.

The moorings are available for stays of up to 14 nights (with no return within 7 days) with a charge of £10 per night/£55 per week.

Generally, the mooring conditions are adhered to however there are a number of instances where boats either do not pay or overstay the 14-day maximum.

The Town Council is now seeking an enforcement solution to deal with this problem.

Expressions of interest are invited for the management of the moorings on a day to day basis and/or for the enforcement of non-compliance with the conditions (by penalty charge notice or other) including overstaying and non-payment.

It is intended the contract will be for an initial trial of 18 months with a 6-month break clause.

PLEASE NOTE: The introduction of a mooring management/enforcement contract has yet to be approved by Council.
