Horsham District Council (the Council) invites tenders for the provision of Grounds Maintenance Services.
The Commencement Date for the delivery of the services is scheduled to be on 1 February 2022 at 00:00 hours.
The Contract will be awarded for a period of 7 years until 31 January 2029.
The Authority may extend this agreement beyond the Initial Term by a further period or successive periods of one year or more up to a maximum of seven (7) years in total subject to performance and the absolute discretion of the Council.
The parks and countryside estate is spread across the District's towns and villages, though with a concentration of sites in Horsham town.
These range from the Green Flag award-winning Horsham Park, recreation grounds, ornamental shrub beds, amenity greenspace, closed graveyards and an active cemetery.
In total there is some 120ha of land to be managed within the Contract, split across over 230 sites The Contract covers planned maintenance as well as remedial and reactive work, the full details of all requirements are contained within the tender documentation, however the contract includes grass cutting, strimming and litter picking of public areas, hedge cutting, maintenance of shrub beds, sport pitch marking and maintenance, provision and watering of floral displays, ditch clearance, and weed control.
The contract also includes the provision of minor works in its public spaces which includes for example fencing, repair, removal and installation of street furniture, broadwalk or paving repairs.
The Council is developing a business case for the outsourcing of play inspections, bin emptying and associated maintenance services and therefore is seeking pricing relating to this in order to inform the business case.
Bidders should be aware that the estimated value of this element is in the region of £100k p.a.
This sum is included in the estimated contract value in the contract notice but cannot be guaranteed.
The Council is managing this tender process and communicating with Bidders using the SE Shared Services e-sourcing portal hosted by In-Tend Limited (the "Portal").
No hard copy documents will be issued and all communications with the Council (including submission of tenders) will be conducted via the Portal.
