The brief

The Growth Company are seeking Expressions of Interest from locally embedded providers with recent experience of delivering IPS services (or similar), who can clearly demonstrate their knowledge and experience of working within the Fidelity Model (or aligned with the Model) with the target cohort on a similar scale.

We are looking for providers who can deliver in one or more Local Authority areas within West Yorkshire Combined Authority (WYCA).

Connect to Work aims to deliver support to 100,000 disabled people, people with health conditions, and those with complex barriers nationally, helping them to get into employment and get on in work.

The WYCA Connect to Work programme will operate across the full West Yorkshire geography, encompassing the five Local Authority areas of Bradford, Calderdale, Kirklees, Leeds and Wakefield.

This procurement aims to secure a Lead Provider to deliver the Individual Placement and Support (IPS) element of Connect to Work across the whole Combined Authority area.

The service, funded by WYCA via Grant Funding Agreement with the Department for Work and Pensions, will provide support for 9,276 West Yorkshire residents between September 2026 and March 2030.

This voluntary programme aims to support individuals with a physical or mental health disability (as defined by the Equality Act 2010 or the Social Model of Disability), or those in a specific disadvantaged group who need support to gain and/or maintain employment.

Eligible participants will come from two distinct cohorts: 1) Out of work participants with a health condition, disability, or who are experiencing disadvantage and require assistance and support to move into employment; and 2) In work participants who are off sick or struggling in the workplace due to their disability, health condition or disadvantage.
