The brief

The University conducted a mini-competition using the Housing and Communities Agency (HCA) Framework Agreement for Consultant Panels, Multidisciplinary Panel (OJEU Ref: 2014/S 020-031462).

The remit of this procurement covers Phase Two and Phase Three of the Development Programme.

Under Phase Two of the Springfield Development Programme the University’s School of Architecture and Built Environment is moving to the Springfield Brewery Site.

The primary aim of this commission is to appoint a multidisciplinary partner to work with the University to develop this project through the pre-procurement and procurement phases of the project’s lifecycle.

Phase Three of the programme is to develop out the remainder of the Campus site in line with the aspiration to create a Centre of Excellence in the Built Environment.

This is currently at the options appraisal stage, with the direction of travel being to attract employers and industry on to the site, to work in conjunction with the University and WMCUTC to truly provide a ladder of opportunity from 16 to 64+ within the one campus – with the University working for and with industry, e.g. research and development, experts in residence, technology development and innovation.

For the purpose of this commission, the University is looking for a professional partner who recognises the potential of the Springfield Campus programme and offers a partnering approach to fee rates which demonstrates continued economies of scale and value for money for the University.

The Contract period is 1 year with an option to extend up to an additional 6 months.
