THIS IS NOT A CALL FOR COMPETITION Leicester City Council is considering selecting a partner to design, build, own and manage an Extra Care (Enhanced Independent Living) scheme within the Leicester City area on two sites.
The two Schemes will provide accommodation for a range of vulnerable people aged 18+ including people with learning disabilities, people with mental health need and people with physical or sensory disabilities, older people and people with dementia.
As part of the commissioning process, the Authority is undertaking a soft market test.
This gives potential Registered Social Landlords (RSLs) or / Consortia arrangements and other stakeholders the opportunity to express their interests and feed in their views about the potential model and specification principles.
The commissioners will use the information to appraise options and further develop the specification.
This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract.
The Authority is using this process solely to test the market to gather information and ascertain the level of interest in this.
There are therefore no formal criteria which we will use to review responses and it is not our intention to provide any feedback.
Any response or failure to respond to this soft market test will not prejudice or influence the assessment of potential bidders should a competitive bidding process later result.
It is anticipated, dependent upon this engagement exercise, that tenders for this project would be sought during 2022, to enable contract award later in 2022.

The Online Market Engagement Event is being held on Thursday 13th January 2022 commencing at 10.00 a.m. and is anticipated to end at 12.00 p.m.
The event will be conducted online via Microsoft Teams.

The completed questionnaire must be returned electronically by email before or no later than 14:00 hours on 16 December 2021 to the email address procurement-asc@leicester.gov.uk with the subject heading 'Completed SMT Q - EC'.
