Trafford, Tameside Metropolitan Borough, Rochdale Borough and Bolton Councils were looking to award a 5 year contract with the option to extend for a further 5 years with breaks at Year 5 and Year 8 (5+3+2) for parking enforcement and associated services.

The Councils were looking to appoint one contractor that is committed to delivering services that reflect the current and changing needs of each authority over the lifetime of the contract.

The Councils were looking to appoint a contractor that can deliver a quality service and understands trends by monitoring service delivery against compliance levels to deliver and manage change and service needs efficiently and effectively.

The contractor will be required to provide an annual review of services that reflects both on what was achieved and how improvements can be made for the following year(s), these should include reviewing any changes in technology; the use of greener travel; staffing changes and training needs; what changes to update existing equipment are required along with any innovation that could be implemented to improve service delivery or introduce efficiencies.

Following an open FTS tender procedure, the tender exercise returned 1no. bid(s) from Marston Holdings Limited (MHL).

MHL passed both the selection criteria and award criteria of the tender, passed the financial standing check and, in line with most advantageous tender evaluation, determined as the Councils' preferred bidder.

This award decision was subject to the mandatory standstill period.
