The brief

The project is being commissioned to allow the Highways Monitor to identify and assess the risks to delivery of Highways England’s Road Investment Strategy and the potential for cost escalation.

We are seeking support from an appropriate consultant to provide us with a clear understanding of these risks and measures to mitigate them.

We are commissioning this work to carry out field investigation to study Highways England’s supply chain in terms of: • Capacity; • Capability; • readiness to deliver the RIS; • risks and constraints to delivery of the RIS; • risks from other competing clients; and • risks to cost escalation during RIS period and beyond.

The study should cover the current and future (out to 10 years) setup.

Furthermore, the study should include factors that directly and indirectly influence delivery of the RIS (e.g.

Network Rail programme, HS2 or other known major infrastructure projects or initiatives).

The study will include consideration of these factors throughout key tiers of Highways England’s supply chain, including main contractors, specialist, labour-only sub-contractors, material producers and plant hire businesses.
