The brief

The University of Exeter Medical School is looking to appoint an IT specialist (on a consultancy basis) to support the procurement of a complex data collection and management system, associated with the delivery of a new research project, known as SMARTLINE.

SMARTLINE is funded with support from the European Regional Development Fund.

This SMART homes, SMART communities project will collect environmental data from 350 homes in Cornwall, in addition we will collect data from the occupants about their lifestyles and aspirations, This data will form a part of a comprehensive data web that we will construct around these individuals to support their health and wellbeing and to, where possible, connect individuals more effectively within their local community – though volunteering, through community activities, etc.

SMARTLINE will seek to establish mechanisms to understand and respond to the needs of individuals more effectively through the use of machine-learning, early intervention and supporting community engagement.

This role will support the SMARTLINE project team and the University of Exeter Procurement Specialists, to carry out an effective circ.

£1.5m IT data system to support this activity.

The purpose of the role is to: - provide specialist advice to the project team on IT requirements for the SMARTLINE project (building on advice previously received); - draft IT procurement specification for the SMARTLINE project; - provide IT specialist advice to OJEU and sub-OJEU threshold procurement processes (both pre- and post- tender submission) as required.

The project will start immediately, with activity throughout the procurement process which we aim to complete by March 2017.

The successful bidder will be expected to visit the project team (in person) at least once, with other regular meetings taking place either in person or by video conferencing.

We anticipate a minimum of 10 days consultancy being required, across the procurement activity.

Please Note: Participation in this role will exclude the successful individual and/or company from delivering services to SMARTLINE.
