The brief

The Contracting Authority is seeking to establish a multi-lot Framework agreement for our on-going requirement for window cleaning to Academic buildings (Lot A) and Residential buildings (Lot B), on Bailrigg Campus and at Chancellor’s Wharf, Lancaster City centre.

Under the Restricted procedure PQQ stage, the Contracting Authority aims to progress a minimum of five Economic Operators per Lot through to ITT stage with a view to establishing a Framework consisting of two Lots; Academic buildings (Lot A) and Residential buildings (Lot B) with up to three Economic Operators on each Lot.

The contract will be awarded for a period of two years with options to extend for up to a further two years (total possible duration 4 years).

If less than three Economic Operators meet the requirements to get on each Framework Lot, the Contracting Authority reserves the right to proceed to establish the Framework with less than three Economic Operators on each Lot or to cancel the procurement of that Lot.

For successful Economic Operators placed on the resulting Framework; on each occasion the service is required, the Contracting Authority will conduct a mini-competition with all Economic Operators on the relevant Framework Lot, and award the package of work to the Economic Operator in accordance with the criteria laid out in the mini-competition information.

The Public Services (Social Value) Act 2012 has been addressed at the pre-procurement stage of this tender for Window Cleaning services.

This procurement may have the potential to improve the economic and social wellbeing of the University’s area.

The University will explore this potential through its decision to Lot the tender/service which should support SME’s ability to bid.

Additional time above the Regulatory requirements has been added to both the PQQ return and ITT return deadlines in view of Lancaster University’s closure during Christmas and Easter holidays.
