The brief

HM Revenue & Customs (HMRC) invites suppliers from the Research Marketplace agreement (RM6018) to undertake research identifying EU trader and intermediary views and experiences of customs processes and the future 2025 UK Border Strategy.

HMRC intends for this contract to be in place by early December 2020, with final outputs expected by May 2021.

HMRC will maintain the overall management of the project.

The contract will be awarded to the organisation that is deemed to have submitted the most economically advantageous tender (MEAT).

Assessment will be based on the factors outlined in sections 15 to 18.
