The brief

Train Control and Traffic Management strategy is the core requirement to meet the East West Rail Company (EWR Co) Programme Wide Output Specification (PWOS) as part of the Control, Command and Signalling (CCS) deployment within EWR.

1.This strategy will mitigate the integration risk with the various fringe systems along with EWR route.

In order to meet the Programme wide Output Specification (PWOS) and Sponsor's requirements (the requirements) the following are the aims of this short term procurement: a.How efficiently and effectively does the existing planned train control on CS1 and traffic management systems at Rugby meet the requirements? b.What train control systems are available as options, and how effectively and efficiently do they meet the requirements, and then the systems of systems requirements for each configuration state?

Where a train control system does not have inbuilt ATP, consideration of ATP options must be examined. c.What traffic management systems are available as options, and how effectively and efficiently do they meet the requirements, and then the systems of systems requirements for each configuration state? d.What are the train control and traffic management systems (and any other direct interface systems) that EWR systems will need to interface to and with and what constraints do they have on question 2 and 3? e.What significant constraints does UK law, regulations and standards apply to this strategy option choice and what is the impact on choice?

It is envisaged that the contract will run four weeks from 22nd October 2020 - 18th November 2020.

Please note the contract start date could be earlier (subject to internal approvals) and the successful supplier must be available for immediate mobilisation due to the urgency and short time frame to deliver the requirement. ***The final date and time for the submission of bids for this RFQ is Friday 2nd October 2020 at 12:00 noon*** This contract will be awarded based on the evaluation criteria set out in the RFQ document.
