The overarching objective of the project is to reduce fuel poverty and cut carbon emissions by improving the energy efficiency of the owner occupier and private rented properties, aiming to bring them up to an EPC level C where practical.
This contract is to appoint Consultant who can perform Retrofit Advisor, Assessor, Coordinator, Designer and Evaluator duties as defined under PAS2035:2019 for the duration of the project.
The Consultant will also be required to provide Retrofit Designer services.
This can be directly, or through appointing the Authority's procured installer or another qualified person depending on the pathway requirements.
The Consultant will also be required to carry out the post-EPC assessment of the property following installation to measure the improvements.
The Authority has been awarded £1,050,500 as part of the Green Homes Grants Sustainable Warmth Competition comprising the Local Authority Delivery Scheme Phase 3 (LADs3) and the Home Upgrade Scheme (HUG1).
Under this scheme Worcester City Council will fund energy efficiency improvements to private homes (owner occupier and private rental) with the worst performing EPC rating (D, E, F and G rated).
The occupier must also have an income below £30,000 per annum.
The project will focus predominantly on the promotion of the following measures: internal and external wall insulation, loft and cavity wall insulation and draught-proofing.
There will also be some funding for high retention storage heaters, solar PV and double glazing.
The Council will fully fund measures but is working to a strict budget per type of measure, any deviation from this budget would first need approval from the Midlands Net Zero Hub/BEIS.
