The project, supply & installation of permanent HVM, is a proposal to mitigate the risk of vehicles being used in terrorist attacks.

The key objectives of the Installation of the permanent HVM project are as follows: • Use HVM measures to prevent the VAW from accessing the crowded place. • Use HVM measures to delay the VAW from accessing the crowded place, to allow the public time to react to the incident and get to safety. • Providing safer town centre walking areas to support speciality shopping and connect key town centre buildings and facilities • Promote safer, higher and more frequent use of shops and services. • Create a safer working/leisure environment.

The HVM scheme will improve the public realm spaces in this priority area supporting the town centre core.

This section of the HVM installation Scheme will potentially cover the provision and installation of PAS 68 equipment on Promenade (o/s front of the Tower), Victoria Street (from the Promenade to Coronation Street) Bank Hey Street (from Adelaide Street West to Church Street) and Corporation Street (from Church Street to Victoria Street) and will encompass the following works • Provision and installation of PAS 68 bollards • Provision and installation of PAS 68 gates • Reinstatement of the areas • Testing and certification of the installations to PAS 69 standards • Liaison with stakeholders and the public • Traffic management • Disposal of any materials removed as part of the works
