Torbay Council are undertaking this further competition on behalf of the Bay Education Trust and are providing procurement support only.
The Bay education Trust consists of Paignton Community and Sports Academy, Curledge Street Academy and Kings Ash Academy.
The Contract will be between the successful Contractor and the Bay Education Trust The trust has recently formed and wishes to improve the WAN connectivity for all three schools, to increase bandwidth, provide resiliency and allow the schools to share a number of internal services through a common private network This tender is being conducted under the Open Procedure.
The time limit has been reduced in accordance with the following regulation: Regulation 27 (5) - Where a state of urgency duly substantiated by the contracting authority renders impractical the time limit , it may fix a time limit which shall be not less than 15 days from which the contract notice is sent.
A state of urgency has arisen from the Contract needing to be in place by the end of October 2015, due to the current Contract expiring.
A tender process was previously run via a call off from a Crown Commercial Services Framework.
The Contract was awarded but the Supplier subsequently withdrew because they were unwilling to undertake the Contract under the Framework terms.
There were no other applicants.
Due to the supplier withdrawing at the end of the process, it did not leave sufficient time to re procure.
