The brief

The University of Wolverhampton has purchased the iconic old Springfield Brewery site in the centre of Wolverhampton, in order to develop it in to a smart specialisation hub for Construction and the Built Environment.

This will act as a catalyst for the regeneration of the local area, and the Black Country, commencing with the opening of the West Midlands Construction UTC in November 2016, followed by the Elite Centre for Manufacturing Skills in June 2017.

The University requires a design and build contractor to deliver the move of the School of Architecture and Built Environment (SOABE) to the site in 2019.

The SOABE development itself will have a gross internal area of circa 8250m2, which comprises of both refurbishment of the existing building and a new build element (with associated car parking for 45 cars).

A BREEAM rating of ‘Very Good’ has been targeted that will take into account the new build, refurbishment and fit out elements.

One of the main aspirations from the University of Wolverhampton is that this building will be iconic but as efficient as possible with regards to the usage of space and the integration of the new and old aspects of the site.

The construction value for the project will be circa £20 million.

The form of contract will be the JCT 2011 Design and Build Contract.

Design is due to be issued at RIBA Stage 3 with the Main Contractor developing the scheme from RIBA Stage 4 to 6.

It is the University’s intention to novate the Design Team across to the successful Contractor on the formation of Contract, however should any Tenderer wish to appoint their own design team and still comply with the contract requirements, this will be considered by the University subject to provision of the full details of the proposal.

This is a one off Procurement exercise for the University.

The works must commence on site February 2017 and be complete by February 2019.

This requirement is not split into Lots; the need to coordinate the different contractors for the lots could seriously risk undermining the proper execution of the project.

The University is administering the Tender process in accordance with the provisions of the EU Procurement Directives and Public Contracts Regulations 2015 (Competitive Procedure with Negotiation).

The Qualification requirements include: • The successful Contractor must have a minimum of £10,000,000 Public Liability Insurance • The successful Contractor must have a minimum of £10,000,000 Employers Indemnity Insurance • The successful Contractor must have a minimum of £10,000,000 Professional Indemnity Insurance • The Tenderer must have a minimum annual turnover of £50,000,000 and a Credit Safe score of ≥30 • The Tenderer must hold an accredited independent third party certificate of compliance with BS OHSAS 18001 • The Tenderer must hold a valid ISO 9001 (Quality Management) certificate. • The Tenderer must hold a valid ISO 14001 (Environmental Management) certificate.
