The brief

'The Police and Crime Commissioner for Cheshire (The PCC) wishes to invite tenders for the establishment of an occupational health service framework agreement that will be available to Cheshire Constabulary, Lancashire Constabulary, Greater Manchester Police, North Wales Police, North Wales Fire and Rescue Service and Cheshire Fire and Rescue Service.

This opportunity is for the provision of an Occupational Health Service in respect of Police Officers, Police Staff, Special Police Officers, Volunteers and other Emergency Services employees.

Please note that no volume or value of orders will be guaranteed in respect of this contract.

The principal aim of the framework agreement will be to enable supply to the Cheshire Constabulary.

The benefit of any arrangement established shall however be available for the use by other Police Forces and Emergency Services as listed above and in the contract notice, who will have the option to utilise the arrangement to contract in their own right.

The Occupational Health Service is required for all Cheshire Constabulary employees to advise on matters relating to the health, welfare and well-being of its staff together with fitness for work.

The PCC is seeking a suitably qualified and experienced provider to deliver a service that: satisfies the home office police medical standards, provides medical screening, examinations, assessments and advice together with proactive well-being initiatives.

The provider is required to be familiar with the nature of policing and other Emergency services, the range of organisational roles and the environment in which Police Forces and other Emergency services operate so that any medical assessments, advice or decisions that are provided/made in an occupational health context, takes these matters into account.

The provider will also need to be able to be flexible in times of changing demands placed on the framework users.

The PCC is seeking a supplier to provide the implementation of streamlined and efficient processes, cost effective options for managing initial appointments and automatic follow up appointments, including an appointment booking service to be managed by the supplier.

Wherever possible, the continuity of the medical professionals dealing with individuals will be required.

The PCC will require regular face to face case review meetings that will include attendance by medically qualified staff.

The PCC is seeking a supplier to provide the development and/ or input to health initiatives.

The analysis of absence data and trend will be required together with recommendations and assistance with the reduction of sickness absence levels.

The service provider will employ appropriately qualified staff across a range of disciplines, including membership of the faculty of occupational medicine.'
