The brief

The Authority is looking to contract for Secret IT services that would deliver secure, robust, responsive and reliable services to ensure that the Authority is able to work and operate effectively and efficiently, both internally and externally, collaborating with industry, allies and coalition partners.

The current intention is for the contract to include the delivery of workplace services, end user support services, productivity and collaboration services, application services, business user services and records management services.

The Authority wishes to transfer the provision of the current secret services that are delivered under an existing contract to the new contract by March 2025 but there is potential for further services to on-board to the contract.

Whilst sustaining the current services, the contractor would be expected to enable change that would improve the user experience, increase user numbers and keep pace with the ever-changing cyber landscape.

The contractor would be required to assume responsibility for the on-going delivery of services on a Walk-in-Take-Over basis, novating existing equipment and licenses, to deliver service outcomes that would be compliant with the Authority's Service Management Framework.

The Cyber Risk Profile for this project is HIGH.

To be considered a relevant supplier, for the purposes of being able to be bid in any future procurement launched, the supplier must meet the requirements of SECRET - UK EYES ONLY, as any procurement launched will have an exemption applied under Regulation 7(1)(a) of the DSPCR in conjunction with Regulation 6(3A)(a).

The successful supplier in the tender process would be required to be List X certified.

The Authority is undertaking market engagement, to identify and gather information from relevant suppliers available in the market.

In order to be provided with a Request for Information (RFI), suppliers will be required to sign up to a Confidentiality Agreement, a SyOps and to demonstrate their ability to handle and protect OFFICIAL SENSITIVE information (this will be provided in response to the expression of interest).

The Authority requires the responses to the RFI information by 3 March 2023, so please express your interest at the earliest opportunity.

It is important to note that this RFI is not a call for competition and as such potential providers will need to express an interest in any future tender opportunity once a contract notice is published.
