The brief

National Highways places robust evaluation and safety assurance at the centre of its investment programme to ensure that all activities deliver demonstrable benefits for road users, communities, and the wider economy.

In alignment with HM Treasury's Magenta Book and wider government evaluation standards, the organisation seeks to procure a flexible, technically capable evaluation partner for RIS3 (2026/27 2031/32).

This partnership will support the generation of high quality, evidence based insights that directly inform operational, investment, and safety critical decision making.

Given the scale and complexity of the RIS3 portfolio, the scope of services will necessarily evolve over the contract term.

The supplier must therefore provide reliable access to a broad, multidisciplinary pool of expertise to ensure timely, risk managed delivery across a wide range of thematic and safety relevant domains.

In year one (2026/27), priority evaluation areas will include customer experience, social value, designated funds, major infrastructure schemes, smart motorways, operations and maintenance, meta analysis, KPI action planning, economic growth, benefits management, and post opening project evaluations.

Several of these areas particularly smart motorways, significant infrastructure, and operational performance carry direct safety dependencies and therefore require rigorous, methodologically sound evaluation.
