The brief

ECC is currently in its final year of its Passenger Transport DPS.

As a result, the Passenger Transport Procurement Team are exploring potential options for the 2024 procurement of Home to School, Adult Social Care and Local Bus contracts, one of which is a lead provider model.

This PIN seeks to understand if there would be any potential suppliers interested in being a lead provider in this category.

The expected spend for this potential opportunity would be £40 million annually.

We are interested to hear the market views on the deliverability of services under this model and the best possible ways to divide the current services.

This could involve a single supplier providing transport services across the whole county or alternatively a lead provider in each quadrant of the county or a split per service type.

A lead provider should be able to take on all requirements specified by ECC, and it is likely a proportion of this work will need to be subcontracted to a number of other suppliers.

To express an interest in this PIN please contact Megan.Hunt@essex.gov.uk.

Any supplier who expresses an interest in this PIN by will be invited to discuss this lead provider model further.

Please note this PIN is for information purposes only and does not assure a lead provider model will be used in the future and does not guarantee any provider any work in the future.
