CARD-F is an agricultural value chains development programme that aims to generate jobs and increase incomes.

Under Phase 1 (£30m over five years from 2009 to 2014), it delivered five integrated Economic Development Packages (EDPs) at district level in the provinces of Balkh, Badakhshan, Nangarhar and Helmand.

EDPs provide a mix of infrastructure, technical assistance, and grants to farmers and entrepreneurs to help develop agricultural production, value addition and access to markets.

CARD-F Phase 2 is designed to scale up the support for EDPs, increasing the number of provinces covered and developing additional value chains.

It is also aimed at consolidating CARD-F’s role both as a key component of the Government of Afghanistan’s development of the Agricultural Sector, and as a lead programme in the sector for delivering economic development in rural areas.

DFID Afghanistan is seeking a supplier or “Independent Auditor” (IA) to conduct independent audits of the CARD-F programme.

The services of the IA are required by DFID to provide assurance that funds are used for their intended purposes and to collect and verify information to inform the continual improvement of CARD-F during the lifetime of the programme.

The audits will look at the following functions: 1.

Finance 2.

HR 3.

Procurement 4.

Grants Management 5.

M&E Systems The IA will work closely with the MU, TA, ITR and EP ensuring work is complementary and repetition minimised.
