The brief

Cheltenham Borough Council is letting a 5 year contract (with the possibility of a 2 year extension) for processing of recyclable materials.

Cheltenham Borough Council (CBC) owns a recycling materials bulking facility on Swindon Road in Cheltenham which receives the recyclable material collected from the kerbside sort collections, bring sites and via the Council Household Recycling Centre (HRC - also based in Swindon Road).

CBC's recycling material bulking operation is managed by Ubico Ltd a local authority company of which CBC is a shareholder, and the material sales is managed by the Joint Waste Team (JWT) which works on behalf of the Gloucestershire Joint Waste Committee (GJWC) of which CBC is a partner.

The GJWC has oversight and responsibility for waste management, recycling and street care services for Cheltenham Borough Council, Cotswold District Council, Forest of Dean District Council, Tewkesbury Borough Council and Gloucestershire County.

The Committee is a body with delegated powers to make decisions concerning the recycling waste collection and street cleansing services for the four district and borough councils and to deliver waste treatment and disposal for the County.

Cheltenham Borough Council wishes to enter into contracts with recycling re-processors for the material/s it collects and is performing a tendering exercise to source suitable arrangements for all recycling materials.

This tender has ten lots as follows: Lot 1 Paper, Newspapers & Magazines Lot 2 Mixed Card & Cardboard Lot 3 Cans & Tins Lot 4 Mixed Glass Bottles & Jars Lot 5 Mixed Plastics - Bottles, Pots, Tubs & Trays Lot 6 Textiles & Shoes Lot 7 Small Waste Electricals (WEEE) Lot 8 Household Batteries Lot 9 Bulky Hard Plastics Lot 10 Mixed Wood
