The brief

HM Revenue & Customs in conjunction with Border Force has an ongoing requirement for the provision of analytical and professional services to enable HMRC determine the correct tariff classification of imported goods based on ingredients, make up, chemical composition and function.

The service provider will be required to understand the principles that govern the General Rules for the Interpretation of the Nomenclature to which classification decisions are based.

The service provider will be required to represent HMRC by attending meetings with various worldwide organisations that are involved with analytical activities in connection with international trade and prepare feedback on the findings.

The service provider will be required to understand court procedures, collate evidence, present and articulate expert evidence at court tribunals.

HMRC is seeking to raise market awareness of the procurement and to assess the level of interest with the intention to engage with the interested organisations that have the technical capability to deliver on all the elements of the requirement.

The objective of this early market engagement is to help shape and refine the draft service specification and pricing model and to further outline the service requirement to the prospective bidder.

The early engagement period is expected to end with the release of an invitation to tender in April 2019. (This date may be subject to change) Please express your interest to Mark Lehmann, email: (mark.lehmann@hmrc.gsi.gov.uk) and register your details on HMRC SAP Ariba eSourcing portal.

Upon receipt of your interest you will be invited to the Sourcing Event within the SAP Ariba Portal.
