The brief

Langley Fire Station is a detached, purpose-built two-storey building, with high single-storey appliance bays.

The building is located within a residential area south of London Road in Langley and close to the M4 (exit 5).

We estimate the building was constructed in 1963.

The building is not listed by English Heritage, and we are not aware that it is listed by the Local Authority.

A recent condition survey assessed the building to be in a 'satisfactory' condition, with no significant structural defects, however, it did identify areas for improvement.

Estates development projects have been phased based on organisational priority and service delivery requirements, alignment to the core estate development objectives and capacity to effectively undertake the necessary work.

The services provided by the multi-disciplinary team will support the Client in the delivery of the refurbishment project to deliver, so far as is reasonably practicable, a fully compliant, fit for purpose facility.

The project will be procured in two phases; phase one is detailed design and planning up to and including RIBA 4, phase two is the construction phase up to and including RIBA 7 - the professional services multi-disciplinary consultancy will be a single contract that covers both phases in full.

The accommodation for the wholetime fire crew (24 hrs / 7 days per week) based at Langley needs to be configured for the various duties and shift systems they work (proposed layout to be provided as part of the RIBA 1 package being completed by Atkins Realis).

It must be flexible enough to meet the future needs and diversity of the workforce, including providing dignified and accessible facilities.

The project will require a re-design of all areas to deliver the improvements as set out in the SAIF.

The tender was published onto the In-Tend Portal on 21st October 2024 with the tender deadline on 6th December 2024.The Authority utilised ProcurePublic framework - Building Consultancy Services Framework from Central and Cecil Housing Trust.An expression of interest was published by the framework to 22 suppliers and only 11 suppliers confirmed their intention of participating.

All the suppliers who confirmed their intention to participate were added onto the approved supplier's list onto the In-Tend portal to receive Invitation to Tender documentation.

The suppliers attended site visit on 24th and 25th October 2024.

8 suppliers accepted expression of interest onto the In-Tend portal and three supplier submitted tender response.

During the tender process before the deadline, the Authority amended the specification document on 13th November 2024, the tender deadline was extended until 6th December 2024 to allow all suppliers additional time to review the changes on the specification and the Authority's requirement.
