Brighton and Hove Clinical Commissioning Group (CCG) and Brighton and Hove City Council (BHCC) wish to procure a Community Short Term Beds Service for residents in the Brighton and Hove area.
Brighton and Hove Clinical Commissioning Group (CCG) will be the Lead Commissioner.
Brighton and Hove City Council (BHCC) will be an Associate Commissioner.
The aims of the new service are as follows: • Reduce unscheduled admissions to hospital • Reduce delayed transfers of care from hospital • Reduce admissions to long term placements • Reduce demand for long term packages of care To achieve these aims the objectives of the service are to: • Increase access to step up beds • Increase flexibility in eligibility criteria to support the system where required • Reduce assessment and admission timescales • Reduce average lengths of stay • Increase focus on short term goals to enable people to return home • Increase engagement with service users and carers in setting and achieving short term goals The Contracting Authorities are looking for providers with the necessary capacity and capability (or a demonstrable ability to provide the necessary capacity and capability) to deliver high quality, patient-centred and value for money services, delivered in a safe and effective manner and through a learning environment which may include the training of healthcare professionals.
Contract Information The Commissioners have agreed to offer a 5 year contract initial term with a single option to extend for a further 2 years (5 + 2 = 7 years maximum duration).
A financial envelope of £5.5m per year is available for the 7 year maximum duration of the contract.
The maximum total financial envelope is therefore set at £38.5m.
To support the procurement, Brighton and Hove City Council have two buildings that are available for lease or purchase.
The properties will be available at a fixed rental or sale price for all interested providers.
Alternatively, Providers are free to source their own property - or use a combination.
Contract award is expected in December 2016 and the service start date is 1st April 2017.
