The brief

The Borough Council of Calderdale requires an Enhanced Childcare Database (ECD) information management system that will support the aims and objectives of the Childcare Act 2006 and any subsequent amendments introduced by the Childcare Bill 2015.

The solution should be a single system where software modules can be added or subtracted as required by the specific needs of the local authority.

When implemented, the ECD should be able to: - Store details of active, inactive and potential childcare providers - Allow for easy statistical reporting to allow the local authority to complete its annual Childcare Sufficiency Assessment using common data formats such as XML, CSV etc. - Provide the ability to integrate with SMS and MMS technology - Provide the ability to meet the requirements of any specific future legislative changes to the delivery of information and the maintenance of childcare records - Provide a public facing web based search facility - Allow for multiple concurrent users of the system - Comply with all Ofsted technical requirements to allow the secure transfer of data - Be a fully hosted web-based solution which does not involve any additional hardware requirements.

Suppliers should note the Borough Council of Calderdale is seeking a solution which includes software implementation, data and procedure analysis, historic data migration, training and ongoing support and as such bidders are required to provide fully completed pricing structure(s).
