Extension to the existing arrangement: Increased award value from £172,720.00 to £312,720.00 and extension of duration from 16/09/2025 to 31/03/2026.

This modification to increase in the award value and extend the duration has resulted in this former below threshold procurement to now exceed the services threshold.

It is therefore considered to be a convertible contract and shall now be deemed to be a fully regulated public contract.

The extension has been undertaken on the grounds stipulated in Schedule 5 (7) of the Procurement Act 2023.

Leonard Design have played an integral role in the Arc Partnership Design Team being able to undertake design work on the eleven academy projects issued to us by our client Nottinghamshire County Council.

They have worked closely with the Team and have integrated significantly, working in the office alongside key members of staff.

Without the additional resources from Leonard Design, Arc Partnership will not be able to continue the works for our Client using internal staff only.

Removal of Leonard Design would result in Arc Partnership potentially needing to take the time to not only undertake the above threshold procurement exercise but also to then potentially have to train a new supplier on the background of each of the projects and update them on Arc Partnership's working practices.

This adds substantial levels of risk to the project timelines which must be strictly adhered to.

Failure to remain on programme is not an option at this time as any delay could jeopardise the construction of the academies and result in the schools not being ready in take for the intake of new school children.

On these grounds, Arc Partnership will extend the existing arrangement and increase the award value as, in line with Procurement Act 2023: "(a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance." An additional Contract Details Notice will be published on the Government's Find A Tender service.(This Contract Details Notice is issued in compliance with the Procurement Act 2023 for a Below Threshold Procurement and is issued on behalf of Arc Property Services Partnership Limited ("Arc Partnership").

Arc Partnership has appointed a suitably qualified and experienced provider of architectural design services to support their internal design team on a short-term basis following a request from our client, Nottinghamshire County Council.

The scope of services will include the design of 11 projects at Academy schools.

Scope of Services: The appointed provider will be responsible for delivering architectural design services including but not limited to: •Initial concept designs •Detailed design and technical drawings •Coordination with Arc Partnership's internal design team •Compliance with relevant building regulations and planning requirements •Attending project meetings as required Duration of the Requirement: The requirement will run for a short-term period aligned with the project delivery schedule for the 11 Academy projects.

The anticipated duration is approximately 6 months, subject to project progress and client requirements.

Provider Selection: The Provider has been directly appointed in compliance with: •Section 3 - The value of this requirement is below the threshold for Supplies & Services and is therefore not considered a public contract and, as such, the award, entry into and management of the requirement is not a covered procurement; •Section 86 of the Procurement Act (consideration of small and medium-sized enterprises); and •The National Procurement Policy Statement)
