The brief

Surrey County Council's Public Health Improvement Service has been running a local version of the Time to Change Programme since 2014.

Time to Change is a national campaign which aims to reduce stigma and discrimination around Mental Health issues, as well as improve access to support individuals.

A provider is being sought to continue with the implementation of the programme within Surrey county.

Bids from lead providers who intend to sub-contract or partner with other organisations will be accepted.

SCC intends to award a new contract to a provider that can offer innovative approaches and ideas to take the service forward.

The provider will access people with experience of mental health issues and stigma/discrimination, as well as involve them in the delivery of the programme.

The objectives are to: 1.

Improve the local population's understanding of mental health and positively change the behaviour and attitudes of the local population towards people with mental health problems 2.

Reduce the levels of reported mental health stigma and discrimination in the local area 3.

Increase the confidence and ability of people with mental health problems (and their support networks) to address stigma and discrimination, in order to reduce mental health inequalities Please see attached Request for Quotation & Guidance.
