The brief

The provision of a fully hosted, managed Software as a service Human Resources Management System.

Moving away from paper-based processes to self-service access for all, including update and authorisation, Self-service must be intuitive for users and managers.

The employee life cycle processes are initiated and approved via self-service work-flows.

The professional HR/Payroll users will provide a quality assurance and validation service.

We will adopt standard best practice processes and solutions, which will not be customised to match existing processes.

We require 1 supplier to deliver our core services; we are also interested in optional modules from the same supplier that we may implement during the period of the contract.

Core Payroll including mileage and expenses; HR requirements including absence management and time and attendance; Reporting; Data migration from existing software; ICT requirements; Interfaces Optional; Recruitment; Learning and development.The system will be scale-able to meet changing needs, use cloud based technology and be future proofed with upgrades and legislative changes included.

We will not want to customise the system however basic configuration and system administration access will be required.

12 months migrated history will be required for absence purposes; The system will need to integrate with a number of other systems and to maintain legal compliance e.g. intermediaries (off-payroll working).

The system will support approx.

24 000+ employees/workers across multiple employer tax references.

The system will need to be able to handle over 80 separate pay-runs, with multiple pay dates.

Mobilisation will start immediately upon award, go live will need to commence on 1.5.2018 and all modules must be live 31.8.32018; starting with core DCC employees, followed by DCC maintained schools and external clients, e.g.

Academies and Dartmoor National Park.
