The brief

As the local transport authority (LTA) and highway authority for Luton, the council is required to prepare a Local Transport Plan (LTP).

The LTP is a statutory planning document which the council is required to produce in line with the Transport Act 2000 and Local Transport Act 2008.

The LTP sets out strategies for improving transport networks, identifies projects for investment and plans how key objectives will be achieved.

The LTP is a vital tool to help the council work with stakeholders to strengthen its placemaking role, plan and deliver transport infrastructure and access grant funding. \r Luton Council is about to embark on the development of its fifth Local Transport Plan (LTP5) and is seeking to appoint a consultant to develop this document and supplementary Integrated Impact Assessment (IIA) and Quantifiable Carbon Reduction (QCR) tool to support this.

The council adopted its Local Transport Plan 4 in 2021.

Since then, the Department for Transport's Decarbonising Transport Plan set out the requirement that all local transport authorities begin work on updating their local transport plan by the end of this parliament. \r
