The brief

You are invited to submit a bid for a contract for the Provision of Recreational and Leisure Activities in Selected Parks.

Bids may be submitted for one, multiple or all of the available parks at any time during the advert period.

The advert will remain open for 4 years from 1st March 2023 to 27th February 2027.

This is a concession regulation process, falling below concession regulation thresholds and contracts will be awarded to one supplier per park.

The Council have tendered previously for this opportunity with no suitable bids/awards/contracts placed.

Please note - at the Council's discretion direct awards can / maybe awarded where deemed appropriate (in that only one bid was provided for a park(s) at any point in time and following evaluation the Council deemed it viable and acceptable).

If multiple bids are received at the same time for the same park, these will be evaluated and awarded to the highest ranked supplier if deemed by the Council appropriate and viable.

Bidders also need to be aware they may provide a bid for a park or parks at a later date where a bid has already been received during the submission period and has evaluated, accepted and awarded.

If this happens the Council will let the bidder know that this has happened and unfortunately their bid will not be able to be accepted if received after an award of contract has already taken place.

Any contracts awarded will commence from contract signing date and will end 5 years from the date of contract commencement.

Bidders should note that if successful all costs connected with establishing and running their business e.g. planning permission, building regs, power & water will be the responsibility of the bidder.

Please note: Sub-licencing of the concession contract(s) granted is expressly prohibited.

Also proposals for commercial recreational and leisure activity opportunities will be considered against park (site) suitability.

However, the Council will not be considering Open Air Cinema, high ropes, mobile catering and static catering proposals as part of this tender process - these opportunities are captured as part of separate tender exercises.

The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
