The brief

A significant portion of the National Highways tunnels hav ebeen operational for over 30 years.

In recent years (2017-2021) the operation and maintenance of some of these tunnels has been brought back into direct control of National Highways having previously been outsourced.

Many of the critical technology assets that ensure safe operation of the tunnels are now becoming obsolete or are becoming life expired, resulting higher failure frequencies, higher maintenance costs and greater impacts on our customers.

Coupled with these aging assets, regulations particularly with regards to Network and Information Systems (NIS) as set out by the National Cyber Security Centre have moved over the period in line with the increasing threat of cyber attacks across the world.

The purpose of this work order is to further progress 2 of the streams developed and identified during work done previously by Arcadis on the Tunnels Remediation Programme (TRP).

The TRP Programme was aimed at both building operational consistency across the National Highways tunnels estate through the adoption of good practices and creating the path for the development of a tunnels asset renewals programme that also enabled the delivery of the developed Network and Information Systems (NIS) National Highways compliance plan for tunnels developed as part of the previous TRP work.
