The brief

Joint Helicopter Command has a requirement for Specialist Support Services for multiple Military Continuing Airworthiness Management Organisations (Mil CAMOs), to remain compliant with the Military Aviation Authority (MAA) regulations.There are six Mil CAMOs to be maintained in accordance with the Regulatory Article (RA) 4900 Series, by Suitably Qualified and Experienced Personnel (SQEP).The CAMOs are based at multiple locations nationally and internationally and have some platform specific tasks.

One CAMO requires Deputy Continuing Airworthiness Manager (DCAM) support with the others requiring Quality Manager (QM) support.

Contractors for DCAM support should understand the requirements outlined in RA 4945(1) 'Personnel Requirements - MRP Part M Sub Part G', noting the Acceptable Means of Compliance listed at Para 1.

They should also hold at least, or equivalent: a.

EC(UK) Professional Registration - CEng. b.

Chartered Quality Practitioner (CQP MCQI). c.

Ability to comply with a Competency Framework of a platform specific Continuing Airworthiness Management Exposition (CAME).

Contractors for QM support should understand the requirements outlined in RA 4951 'Quality System - MRP Part M Sub part G' and should hold at least, or equivalent: a.

Chartered Quality Practitioner (CQP MCQI). b.

Quality Assurance Lead Auditor to a recognised standard (ISO 9001:2015 or AS9100).

It is anticipated that the contract will be in place with effect 29 September 2019 for a 3-year period plus an option for a further one plus one year.

A Cyber Risk Assessment has been carried out for this requirement.
