The brief

The Energy Bills Discount Scheme (EBDS) came into effect on 1 April 2023 and will run until 31 March 2024.

The EBDS succeeded the Energy Bill Relief Scheme and looks to strike a balance between supporting businesses over the next 12 months and limiting taxpayer's exposure to volatile energy markets.

This contract is for a third party organisation(s) to carry out post-payment and compliance checks for both the EBDS including its Non-Standard Cases part, and the Non-domestic Alternative Fuel Payment (AFP) scheme.

The overarching scope of this contract is to provide DESNZ with checks and assurance to identify and address errors, non-compliance, and fraud within the EBDS.

The guiding principle is to achieve full compliance for the scheme, where the successful Service Provider will work with energy suppliers to help ensure EBDS discounts are accurately calculated and applied during the lifecycle of the scheme.

The service provider will ensure compliance with the scheme through: 1.
