The brief

Warm Homes Oldham is an Award Winning Scheme which is now continuing for a sixth year of delivery into 2018/19 to help residents of Oldham who are struggling to heat their homes.

The scheme is a joint funded project by Oldham Council, Oldham CCG and Oldham Housing Investment Partnership.

The aim of the project is to help people out of fuel poverty (spending more than 10% of their income on heating their home) in Oldham.

This can be done in a variety of ways including physical improvements to the home, energy efficiency advice, help with energy switching and provision of income maximisation.

Engie (previously called Keepmoat Regeneration Ltd) are the main delivery agents for this work in Oldham, however we require specialist support to deliver the income maximisation part of the project.

Initial home visits and assessments are to be made by Engie and then referrals made onto the support service for further follow on help for those that need it.

During quieter months the provider will be expected to help generate referrals through their own networks to help the Warm Homes project to meet their targets for 2018/19.

Physical improvements (energy efficiency improvements like boilers/insulation) are delivered by Engie and they also access ECO funding on behalf of the resident.
