The brief

Cheshire West and Chester Council wishes to commission suitably experienced and qualified consultants to undertake the production of an evidence-based Development Framework for Northwich town centre.

The aim of the Development Framework will be to provide a practical toolkit for Cheshire West and Chester Council and future developers/investors as they take forward regeneration proposals within the town, ensuring that investment decisions in Northwich town centre are not progressed in isolation.

It will be data led, and from this, develop a holistic approach to the future of Northwich town centre, considering people, place, environment, transport and movement, economy, housing, health and well-being.

The town centre should be vibrant and attractive, safe to access at all times of day, a place where people want to spend time, have a strong sense of community, attract businesses to set up and grow, value its heritage assets and build on its uniqueness.

Ultimately the Framework should help to deliver on the vision of the Northwich Neighbourhood Plan, which aims for Northwich to become a thriving town where people want to live, work and visit.
