The brief

The Northamptonshire LDR digital transformation programme is leading on an important piece of work to move to a county-wide information sharing model.

The programme aims to integrate data and information across primary, secondary and social care through the Northants Care Record (NCR).

The ability to share data and information across systems is a key tenet of the NHS Five Year Forward View strategy.

Sharing data and information will enable key information such as; diagnoses, medications, details of hospital admissions and treatments including information from a patient's GP record, to flow safely and seamlessly between different healthcare services and providers of care.

This includes hospitals, GP out of hours and ambulance services, so the right information is available to the right clinician at the right time to support direct patient care.

In addition, information will be more widely available for analysis across the county with the appropriate governance and safeguards in place.

This (invaluable) insight will enable a more complete analysis of a patient journey along a particular care pathway, including investigation into what might be happening and why.

This in turn can support better planning of treatment and care including the development of new services for patients/citizens.

The work will support commissioners, auditors, public health intelligence and research to understand what works best and what is sustainable for the county.

Northamptonshire LDR are looking to engage with suppliers who: • Have a proven track record of working on integration / data sharing projects across an STP (and can provide testimonials to this effect). • Can demonstrate the ability to partner with us in all elements of our product including (principally) a portal allowing users to view the data independently of any existing systems, the provision of an integration tool (middleware product or integration engine), a data repository (data lake, reservoir or warehouse) function, reporting and analysis capability. • Can provide assurance that the toolset offered can be deployed on local infrastructure or in a cloud / data centre environment • Can provide evidence of compliance with prevalent UK information governance and security standards as identified in the criteria below.

Northamptonshire LDR is inviting suppliers to express an interest by completing the attached Expression of Interest form.

Northamptonshire LDR is planning a Market Event on 23rd November 2018, and if your organisation is able to meet all of the criteria set out in the Expression of Interest form, you will be offered the opportunity to attend this event to demonstrate your product.

Please email to nelcsu.procurementnorthants@nhs.net by no later than 5.00pm on Friday 2nd November 2018.
